“My son honked because he was protesting,” said Robert W. Hagopian, whose son was hit with a $55 citation for beeping his car horn at a police officer working detail during a traffic jam caused by construction work. “The police basically weren’t doing their jobs—they were sitting down, traffic was stacking up, and they weren’t doing anything. He honked because he was unhappy that they weren’t doing anything to expedite traffic. He was exercising his First Amendment right.”
